新质生产力对产业用地配置及利用的影响与对策OACHSSCD

As an important spatial carrier guaranteeing the development of new quality productive forces,industrial land,in terms of its utilization intensity and allocation efficiency,has a significant impact on the quality and efficiency of economic development.Based on the three major characteristics of new quality productive forces,this paper analyzes the impacts and dilemmas of new quality productive forces development on industrial land allocation and utilization in Guangdong Province.The study finds that the development of new quality productive forces has promoted the transformation of target concepts,the shift of development momentum,and the adjustment of development strategies in industrial land allocation and use in Guangdong Province;against the backdrop of new quality productive forces development,there are issues in industrial land allocation and utilization in Guangdong Province,including planning regulation,land supply and demand,and utilization governance.Based on these findings,this paper puts forward countermeasures and suggestions centered on properly handling the relationship between an effective market and a capable government:(1)Optimize the spatial allocation ideas and practice a new mechanism for spatial overall planning of industrial land;(2)Establish an integrated platform for real estate and land,and build a new system for industrial space supply;(3)Innovate land use control mechanisms to adapt to new demands for composite land use;(4)Improve the whole-life-cycle management and enhance the allocation efficiency of land factor redistribution.
