Scientifically measuring the incremental value from rural homestead exit and optimizing its distribution mechanism are crucial for achieving reasonable compensation and safeguarding farmers'rights and interests.This paper,based on the perspectives of efficiency and equity,employs a classification analysis method to explore the measurement of the incremental value for homesteads of different natures under different exit degrees.Furthermore according to the different contributions and rights losses of the distribution subjects in specific situations,it constructs a differentiated distribution plan for the incremental value.An empirical study in Changyuan City,Henan province,reveals that:the incremental value from homestead exit is 281.7 yuan/m2,with 41.7%of the value already realized and 58.3%yet to be realized;for welfare-oriented homesteads,the distribution ratio of the incremental value among the state,collective,and farmers is 19.3%,13.9%,and 66.8%respectively upon complete exit,and 19.3%,44.0%,and 36.7%respectively upon partial exit;for paid homesteads,the distribution ratio of the incremental value upon exit among the state,collective,and farmers is 19.3%,52.9%,and 27.8%,respectively.Based on the analysis of the results,three conclusions are drawn:(1)the incremental value from homestead exit is significantly higher than the value for residential use and shows a dual-structure characteristic;(2)the incremental value is a core component of the compensation for homestead exit and is crucial for achieving reasonable compensation;(3)the distribution ratio of the incremental value shows the feature of"fixed share for the state,varying share for the collective and farmers depending on specific circumstances",reflecting the policy orientation of moderately tilting the distribution of land increment value towards farmers'interests.
