面向国土空间规划的地表变化监测体系构建与实践研究OACHSSCD

为提升"多规合一"框架下国土空间治理效能,文章针对当前监测体系存在的多源数据分散、动态响应滞后与跨部门协同不足等问题,基于"地表系统演化理论""多源异构数据一体化融合理论"等理论,构建了面向国土空间规划的一体化地表变化监测技术体系.该体系涵盖空天地海数据感知、智能融合处理、动态模拟预警及规划全流程支撑四个层次,形成"数据-技术-应用"闭环.以陕西省榆林市为例开展实践验证,结果表明,该体系可显著提升自然资源监测、建设项目选址、生态保护与文化遗产管控等方面的工作效率与精度,为国土空间精细化治理与可持续发展提供可靠的技术支撑.

To improve the governance efficiency of national spatial planning under the framework of"Multiple Plans Integration",this paper addresses the current issues in the monitoring system,such as fragmented multi-source data,delayed dynamic response,and insufficient cross-departmental collaboration.Based on theories like"terrestrial surface system evolution theory"and"multi-source heterogeneous data fusion theory",an integrated terrestrial surface change monitoring technology system oriented to national spatial planning is constructed.This system encompasses four levels:space-air-ground-sea data perception,intelligent fusion processing,dynamic simulation and early warning,and full-process support for planning practices,forming a closed loop of"data-technology-application".Practical verification was conducted in Yulin City,Shaanxi Province.The results show that this system can significantly improve the efficiency and accuracy of natural resource monitoring,construction project site selection,ecological protection,and cultural heritage management,providing reliable technical support for refined governance and sustainable development of national spatial planning.
