Achieving high-level protection and efficient utilization of natural resources is a key research topic in natural resource asset management after the establishment of the national territorial spatial planning system.Taking the performance of the"dual unification"(i.e.unified responsibility for acting as the owner of all state-owned natural resource assets,and unified responsibility for territorial spatial use control and ecological protection and restoration)responsibilities of Ministry of Natural Resources as the logical starting point,this paper systematically analyzes the intrinsic connection between marine spatial planning and the value enhancement of marine resource assets.It further proposes implementation pathways for spatial planning to enhance the value of marine resource assets around the three dimensions of"resource-asset-rights and interests",aiming to provide references for promoting the preservation and appreciation of marine resource assets and the effective implementation of marine-related spatial planning.Specifically,it includes:(1)In terms of the resource dimension,promote the utilization of shallow coastal waters,and realize the"quality improvement and value appreciation"of marine spatial resources through intensive and economical management methods such as small-scale detailed planning and three-dimensional hierarchical right-setting;for deep-sea and far-sea spaces,priority should be given to safeguarding national defense and ecological security,and their orderly expansion should be advanced.(2)In terms of the asset dimension,optimize the allocation of spatial resource elements,explore the reserve of marine resources and the transfer of"unencumbered marine areas",promote the combined supply of resource assets,clarify the value boundary and accounting methods,and build an asset appreciation system.(3)In terms of the rights and interests dimension,improve the market-oriented allocation mechanism of marine resource assets,enrich the rights and interests attributes of marine resource assets,and optimize the distribution of resource value benefits,so as to ultimately uphold state ownership interests and ensure reasonable benefits for operators.
