Marine plastic waste governance is a crucial component of advancing marine ecological civilization,achieving the strategy of becoming a maritime power,and promoting high-quality development of resource recycling systems in China.This paper systematically examines the distribution characteristics,policy evolution logic,and inherent governance bottlenecks of marine plastic waste in China.The study finds that waste plastics have become the dominant type of marine litter in China,which is characterized primarily by land-based inputs(approximately 80%),nearshore spatial distribution,and concentrated material composition.The governance models have evolved substantially from"emergency administrative bans and restrictions"to"systematic,chain-wide coordination".Furthermore,China has established a comprehensive long-term mechanism covering"production,circulation,consumption,recycling,and disposal".However,current governance practices still face multidimensional structural contradictions in areas such as refined regulatory frameworks,market-incentive compatibility,and technological collaboration.To meet governance needs during the 15th Five-Year Plan period,this paper proposes establishing an institutional closed-loop integrating land-sea coordination,multi-stakeholder collaborative governance,and market-driven mechanisms to resolve structural dilemma in governance pathways.This study advocates building a new model of marine ecological governance guided by government,driven by markets,and participated by all citizens,so as to boost the high-quality development of the marine economy.
