我国海洋资源开发利用保护的创新路径探索OACHSSCD

Exploration of Innovative Paths for the Development,Utilization and Conservation of Marine Resources in China

随着我国海洋经济规模持续扩大,陆海衔接不畅通、经济发展不协调、生态治理压力大等问题日益凸显.如何创新完善我国海洋资源开发利用保护工作,实现海洋经济从规模速度型向质量效益型转变,成为当前亟待解决的重要问题.文章阐明了强化"融合管理"、深化"陆海统筹"的必要性与战略意义,论述了深入推进"陆海统筹"的多维路径,并提出了强化保障措施.建议:在思想认识方面,提高战略认识,锚定战略定位;在体制机制方面,构建高效协同的"陆海统筹"治理架构;在政策法规方面,构建"陆海统筹"发展的政策制度、法律法规保障体系;在平台建设方面,实施一批具有全局重大意义的"陆海统筹"战略工程和示范项目.

With the continuous expansion of China's marine economy scale,issues such as dissonant land-sea coordination,uncoordinated economic development,and high pressure on ecological governance have become increasingly prominent.How to innovate and improve the development,utilization and conservation of marine resources in China,and facilitate the transformation of the marine economy from scale-speed oriented to quality-efficiency oriented,has become an imperative and pressing issue to be addressed.This paper clarifies the imperative and strategic significance of strengthening"integrated management"and deepening"land-sea integration",discusses the multidimensional pathways for further promoting land-sea integration,and proposes strengthening safeguard measures.Recommendations are as follows:in terms of ideological guidance,enhance strategic awareness and anchor strategic positioning;in terms of institutional mechanisms,build an efficient and collaborative land-sea integrated governance structure;in terms of policies and regulations,establish a sound system of policy,and legal framework to guarantee land-sea integrated development;in terms of platform construction,implement a number of nationally significant land-sea integration projects and demonstration programs.
