文章响应国家"场景驱动"的战略导向,提出以"宏观—微观"双层次应用场景为框架来驱动标准体系建设,并系统性探讨了该框架在海洋领域的实证应用.研究指出,应用场景与标准体系之间构成"双向驱动、共生共进"的动态闭环关系:标准体系为应用场景提供统一、规范的基础框架,应用场景通过实践不断检验、催生和细化标准.以此为基础,文章聚焦海洋开发领域,构建了一套以"分层分类、全周期覆盖、动态协同"为核心原则的精准适配方法,并分别从海洋开发整体、海洋能源开发、海洋产业发展、海洋空间利用及海洋生态保护五大维度,具体阐述了如何构建差异化、模块化且能够动态迭代的标准体系框架,从而以标准化建设有效引领和保障海洋事业的安全、绿色与可持续发展.

In response to the national strategic orientation of"scenario-driven",this paper proposes a framework of"macro-micro"dual-level application scenarios to facilitate the construction of standard systems,and systematically explores the empirical application of this framework in the marine domain.The research points out that there is a dynamic closed-loop relationship of"two-way coupling and synergistic evolution"between application scenarios and standard systems:standard system provides a unified and standardized basic framework for application scenarios,and application scenarios continuously test,generate,and refine standards through practice.Based on these,this paper focuses on the marine development field,and constructs a precise matching method with the core principles of"hierarchical classification,full-cycle coverage,and dynamic coordination".It specifically elaborates on how to build a differentiated,modular,and dynamically iterative standard system framework from five dimensions:overall marine development,marine energy development,marine industry development,marine space utilization,and marine ecological protection,thereby effectively leading and guaranteeing the safe,green,and sustainable development of marine undertakings through standardization construction.
