Education,Technology,Talent and Regional Innovation Development:A Dynamic QCA Analysis from a Configurational Perspective
统筹推进教育、科技、人才体制机制一体改革是提升区域创新效能的重要驱动力.当前我国各区域教育资源、科技实力、人才储备差异显著,单一要素驱动模式难以满足区域创新需求,统筹三者一体改革成为提升区域创新效能的核心路径.基于此,运用动态QCA方法,以2019-2023年我国31个省、自治区、直辖市为案例,探讨教育基础、科技动力、人才主体对提升区域创新发展水平的联动效应及其路径选择,探索性地识别出四类促进政策落地的适配性方案,即"存量转化型""全面均衡型""系统替代型"和"人才突破型".研究发现:单个要素整体上不构成驱动区域创新高发展水平的必要条件;教育、科技和人才条件多重并发,形成促进区域创新发展的多样化组态,各因素组合会以不同的方式产生高创新驱动水平;各要素组态对区域创新发展的作用效果存在显著的时间演化特征与空间异质性.各地应根据自身特点和资源禀赋,选择适合的路径和有针对性的措施,促进不同地区教育、科技、人才一体发展,提升区域创新发展水平,实现国家经济高质量发展.
Coordinating and promoting the integrated reform of education,science and technology,and talent systems and mechanisms is an important driving force for enhancing regional innovation efficiency.Currently,there are significant differences in educational resources,scientific and technological strength,and talent reserves among various regions in China.The single-factor-driven model is difficult to meet regional innovation needs,and coordinating the integrated reform of the three has become the core path for enhancing regional innovation efficiency.Based on this,using the dynamic QCA method and taking 31 provinces,autonomous regions,and municipalities directly under the central government in China from 2019 to 2023 as cases,this paper explores the linkage effect and path selection of educational foundation,scientific and technological driving force,and talent subject on enhancing the level of regional innovation development.It explores and identifies four types of adaptive schemes for promoting policy implementation,namely stock transformation type,comprehensive balance type,system substitution type,and talent breakthrough type.The study finds that individual factors do not constitute the necessary conditions for driving high levels of regional innovation development as a whole;the concurrent conditions of education,science and technology,and talent form diverse configurations that promote regional innovation development,and different combinations of factors produce high levels of innovation drive in different ways;the effects of various factor configurations on regional innovation development exhibit significant temporal evolution characteristics and spatial heterogeneity.Regions should choose suitable paths and targeted measures based on their own characteristics and resource endowments to promote the integrated development of education,science and technology,and talent in different areas,enhance the level of regional innovation development,and achieve high-quality development of the national economy.
