"城超"现象下基层体育赛事多元协同治理的实践样态与现实启示OACHSSCD

The"City Super League"phenomenon represented by provincial urban football leagues promote a vivid picture of the vigorous development of Chi-na's mass sports events,and it serves as an important window through which to observe the innovative governance paradigm of grassroots public affairs in Chi-na.Taking the urban football leagues of Jiangsu,Sichuan and Liaoning provinces as comparative cases,this study constructed an analytical framework of"structural foundation-operation logic-comprehensive effect"based on collaborative governance theory,and deeply analyzes how multiple stakeholders real-ize collaborative governance of grassroots sports events through institutional embeddedness,cultural driving and interest coordination.The creative activation of regional cultural capital constitutes the core driving force of collaborative governance.Through the emotional construction of goal consensus,the network restructuring of resource allocation,the hierarchical coordination of action logic and the dynamic balance of income distribution,a governance chain of"cul-tural identity-institutional empowerment-valueco-creation"has been formed.Different regions have developed differentiated practical paths according to lo-cal conditions:Jiangsu achieves emotional integration through humorous translation of regional cultural differences;Sichuan strengthens interesting participa-tion through modern expression of folk symbols;Liaoning gathers consensus through collective awakening of industrial memory.These practices have broken through the competitive boundaries of traditional sports events,and produced comprehensive effects including economic promotion,social cohesion and cul-tural inheritance,providing a new analytical perspective and development path for understanding the operation mechanism of multi-stakeholder collaborative governance of grassroots sports events with Chinese characteristics.
