针对鄂尔多斯水资源禀赋不足这一核心挑战,探究水资源承载能力.构建包含3个维度"水资源-经济社会-生态环境"综合评价指标体系,采用多模型集成方法(熵权TOPSIS、耦合协调度、灰色关联分析)形成稳健的分析组合,系统评估2000-2023年鄂尔多斯各旗区水资源承载力的时空分异规律、协调发展趋势及其关键影响因素.研究结果表明:鄂尔多斯水资源承载力呈上升趋势,从2000年的0.307(Ⅱ级,轻度超载)提升至2023年的0.616(Ⅳ级,临界承载),表明区域管理策略取得实质性成效.各旗区水资源承载力整体处于临界超载、临界承载状态,呈现明显的时空差异性,其中,乌审旗因资源条件与管理优势表现最优,达拉特旗受限于社会经济结构与资源脆弱性而相对最弱;子系统协调性分析揭示两阶段演化特征:2000―2007年呈小幅波动趋势,处于勉强协调状态,2008―2023年协调度明显上升,由初级协调升至中级协调状态,表明系统间逐步实现协同发展;灰色关联分析进一步识别出人均GDP、水资源总量、GDP和年降水为水资源承载力的关键影响因素.鄂尔多斯各旗区水资源承载力差异显著,主要与区域经济水平、自然禀赋及生态承载力密切相关.各地应立足自身发展需求和水资源现状,统筹规划水资源利用与保护工作,在保障生态安全的前提下推进水资源的合理开发与高效利用,以实现区域可持续发展.

Addressing the fundamental constraint of insufficient water resource endowment in Ordos,this research conducts a systematic investigation into the region's Water resources carrying capacity(WRCC).Specifically,a comprehensive analytical framework is established based on a three-dimensional evaluation system encompassing"water resources,social-economy,and ecological environment."Methodologically,the study employs a multi-model integration method for a robust analytical combination,involving the entropy weight TOPSIS method,the coupling coordination degree(CCD)model,and the grey relational analysis.Then,a systematic assessment is conducted on the spatiotemporal difference patterns,coordinated development trends,and critical influencing factors of WRCC across all banners and districts of Ordos from 2000 to 2023.The investigation results demonstrate an increasing trend in the WRCC performance of Ordos,increasing from 0.307(grade II,mild overload status)in 2000 to 0.616(grade IV,critical carrying state)in 2023.It indicates a substantial outcome of regional management strategies in the region.However,WRCC across different banners and districts are primarily in critical overload and critical carrying states,exhibiting significant spatial and temporal differences.Among these administrative divisions,Uxin Banner is the most outstanding due to its comparatively favorable resource conditions and advantageous management.In contrast,Dalad Banner is the weakest because of its constraints by the socio-economic structure and resource vulnerability.Additionally,subsystem coordination analysis uncovers two-phase evolutionary characteristics.Minor coordination fluctuations existed from 2000 to 2007,in a barely coordinated state,while the coordination level was significantly improved from 2008 to 2023,advancing from primary to intermediate coordination states.These changes indicate coordinated development gradually achieved between the systems.Further,grey correlation analysis identifies key factors influencing WRCC:GDP per capita,total water resource volume,GDP,and annual precipitation levels.The significant regional differences in WRCC across banners and districts in Ordos are fundamentally correlated with regional economic development levels,natural resource endowments,and ecological carrying capacities.Therefore,integrated planning for water resource utilization and protection should be performed based on developmental requirements and water resource conditions of each district.Rational development and efficient utilization of water resources should be promoted while steadfastly maintaining ecological security standards,thereby establishing a viable pathway for long-term regional sustainable development.This comprehensive approach necessitates balanced consideration of economic requirements,environmental protection imperatives,and resource sustainability principles to ensure enduring water security throughout the Ordos region.
