车站调车作业安全管控系统方案研究OA
Research on Scheme of Safety Control System for Station Shunting Operation
为实现调车安全风险有效管控的目标,将调车作业全过程分为作业前(编制调车作业计划)、作业中(排列调车进路、钩计划执行)、作业后(安全和效率分析)3个阶段,并结合现场实际,分析每个阶段存在的主要安全风险,确定将调车安全管理由人控转为机控的系统设计思路,构建车站调车作业安全管控系统.提出在全面接入站场、机辆、人员状态和定位数据的基础上,建立向调车人员发出提示、报警纠正人员违章行为和通过LKJ制动控车阻止危险行为的系统总体方案.最后,以某站为案例进行实际应用验证,结果证明该方案可以提升调车安全保障能力,以及车站技防保安全能力.
To achieve the goal of effective control of safety risks in shunting operation,the whole process of shunting operation was divided into three stages:pre-operation(compilation of shunting operation plan),in-operation(arrangement of shunting route and execution of shunting plan),and post-operation(safety and efficiency analysis).Combined with the practical conditions on site,this paper analyzed the major safety risks in each stage,determined the system design idea of transforming shunting safety management from manual control to machine control,and constructed the safety control system for station shunting operation.On the basis of fully accessing the status and positioning data of station yards,locomotives and rolling stock,and personnel,an overall system scheme was proposed to establish the functions of issuing prompts to shunting personnel,alarming to correct illegal behaviors,and preventing dangerous behaviors through LKJ braking control.Finally,practical application verification was carried out taking a station as a case.The results prove that the scheme can improve the shunting safety guarantee capability and the technical prevention capability for the safety of stations.
