陕北地区煤炭运输"公转铁"形势及对策建议OA

Under the policy guidance of national optimization and adjustment of transportation structure,the National Railway Administration,the National Development and Reform Commission,China State Railway Group Co.,Ltd.,and other departments,have jointly issued the Implementation Plan for Promoting Low-Carbon Development in the Railway Sector,which further lays a solid foundation for promoting the modernization transformation of railway freight transport.By sorting out the highway and railway freight transport markets in recent years and analyzing the characteristics of highway and railway coal transportation in Northern Shaanxi,this paper deeply investigated the current major problems existing in the"road-to-rail transition"of coal transportation in Northern Shaanxi from the highway side and the railway side.From the perspective of national railway coal transportation,optimization strategies and suggestions in terms of railway policy guidance,marketing strategies,and infrastructure construction were put forward,so as to provide ideas for exerting railway advantages in the"green and low-carbon development"of national major strategies.
