奥运会正面临一系列结构性新挑战,重申"以人为本"的价值立场已成为奥林匹克运动可持续发展的必由之路.我国通过成功举办夏奥会、青奥会与冬奥会,逐步形成"以奥促人、以奥促城"的本土经验,为丰富人文经济学理论提供了重要案例,也为未来奥林匹克运动改革与中国高质量参与奠定了实践基础.人文经济学强调文化与经济发展协同共生,为我国破解奥运会高成本、低回报困境提供了理论支撑.我国应推动奥运评估从GDP导向转为多维评价体系,注重人的福祉、文化认同与社会资本.我国奥运参与逻辑正经历向民生为本、文化为核、社会效益优先的三重深刻转变,标志着其价值导向从注重国家形象展示向真正关注人民福祉与全面发展的根本性迁移.在参与模式创新方面,通过联合主办、模块化承办与形成技术标准降低办赛成本以提升效益;加强软实力渗透,提高国际体育组织话语权,推动奥林匹克教育本土化,塑造运动员人文形象;提升风险控制水平,建构民生需求导向的申办评估体系,平衡市场化运营与政府监管,实施场馆嵌入式规划与赛后利用预案.

The Olympic Games are facing a series of structural new challenges,and reiterating the people-oriented value stance has become a necessary path for the sustainable development of the Olympic Movement.China's successful hosting of the Summer Olympics Games,Youth Olympics Games,and Winter Olympics Games has gradually shaped a local experience of leveraging the Games to advance human development and urban transformation.This experience provides a significant case study for enriching the theories of humanistic economics,while also laying a practical foundation for future reforms in the Olympic Movement and China's high-quality engagement with it.Humanistic economics,emphasizing the synergistic coexistence of culture and economic develop-ment,provides theoretical support for China to address the high-cost,low-return dilemma of the Olympics.Research finds that China should shift Olympic evaluation from a GDP-oriented approach to a multi-dimensional assessment system,focusing on human well-being,cultural identity,and social capital ac-cumulation.The logic of China's Olympic participation is undergoing a threefold profound shift toward people's livelihood as the foundation,culture as the core,and social benefits as the priority,marking a fundamental shift in value orientation from emphasizing national image projection to genuinely prioritizing the well-being and comprehensive development of the people.China'response strategies include:first,innovating participation models by reducing costs and enhancing benefits through co-hosting,modular organization,and technical standard formation.Second,strengthening soft power penetration by building discourse power in international sports organizations,promoting the localization of Olympic education,and shaping the humanistic image of athletes.Third,enhancing risk control levels by constructing an evaluation system for bidding guided by people's livelihood needs,balancing market-oriented operations with government regulation,and implementing embedded venue planning with post-Games utilization.
