国土空间规划下文化与自然资源协同保护与再生机制OA

Against the backdrop of the reform of territorial spatial planning system,taking"Spring City Symbiosis"practice in Ji'nan city as an example,a theoretical framework of"systematic cognition—spatial control—planning transmission—governance assurance"has been constructed,and synergistic protection and regeneration mechanisms of cultural-natural composite systems have been studied.Through resource inventory and value coupling,an integrated protection mechanism has been established.By leveraging the"Three Lines Integration"approach,spatial anchoring has been achieved on the territorial spatial"one map"with a combination of rigidity and flexibility.Relying on"multiple plans integrated,"a governance structure featuring vertical transmission and horizontal coordination has been built.With the dual drive of"institutional assurance+digital empowerment,"a smart governance loop has been established to promote governance transformation toward data-driven and proactive intervention.It is demonstrated that integra-ting cultural-natural composite system protection into the entire planning cycle is an effective pathway to promote sustainable resource utilization and urban sustainable development.It will provide a systematic solution for similar cities.
