针对西南山区抽水蓄能电站征地移民面临的地理、生态与社会多重复杂性挑战,以贵州福泉坪上电站为例,系统分析传统管理模式中政企权责模糊、信息壁垒、审批僵化与执行跟踪缺位等核心问题.基于协同治理与复杂项目管理理论,研究提炼出"政企协同、图表管控、策略报批、节点攻坚"四位一体管理模式:通过四级联动责任清单与三大协同机制重构组织界面;运用"一张表一幅图"实现数据驱动的穿透式管理;创新"永临结合、分批报批"策略破解用地审批瓶颈;建立全程跟踪与联合攻坚机制突破密件审批壁垒.实践表明,该模式使征地周期缩短25%、审批停滞时间减少40%~50%,为同类复杂环境下的重大工程征地移民提供可复制的理论框架与实践路径.

Aiming at the multiple complex geographical,ecological and social challenges in land acquisition and resettlement for pumped storage power stations in mountainous areas of Southwest China,this paper takes the Pingshang Power Station in Fuquan,Guizhou as the research case.It systematically analyzes the core problems of the traditional management mode,including ambiguous power and responsibility between government and enterprises,information barriers,rigid approval procedures,and the absence of implementation supervision.Based on collaborative governance and complex project management theories,a four-in-one management mode featuring"government-enterprise coordination,chart-based management,targeted approval application,and milestone tackling"is summarized and proposed.The organizational interface is reconstructed through a four-level linkage responsibility list and three major collaborative mechanisms;data-driven penetrating management is realized by adopting"one unified form and one comprehensive map";the bottleneck of land use approval is broken via the innovative strategy of"permanent-temporary land integration and phased approval";and full-process tracking and joint tackling mechanisms are established to remove barriers to confidential document examination and approval.Practical results show that this mode shortens the land acquisition cycle by 25%and reduces approval stagnation time by 40%-50%,which provides a replicable theoretical framework and practical path for land acquisition and resettlement of major projects under similar complex conditions.
