供应链协调和政府补贴如何促进生物质能产业发展?OA
How do supply chain coordination and government subsidies promote the development of the biomass energy industry?
生物质能作为重要的可再生能源,具有巨大的替代潜力,但其在能源结构中的占比远低于风电、光伏,根本症结在于供应链成本高以及与化石能源的价格竞争劣势.在剖析"潜力—现实"悖论的基础上,文章采用系统性文献综述方法,对国内外生物质能供应链协调与政府补贴政策研究进行系统梳理.通过多维度分析发现:供应链协调研究已从单一环节成本控制拓展至多主体博弈、多周期多目标系统规划,其目标可分为保障原料供给、利润最大化、成本最小化及多目标协同四大类;政府补贴研究则从宏观政策体系分析深入到微观补贴机制设计,包括补贴主体、对象、标准及方式的动态优化.然而,现有研究多聚焦于经济目标,对生态效益与社会效益的综合考量不足;对生物质能发展的根本性经济约束"与化石能源的价格竞争关系"缺乏深入分析;研究方向与产业发展重点存在脱节,高度集中于秸秆发电场景,而对废弃物处置、分布式供热等战略重点领域关注有限.未来研究应构建融合能源经济学与供应链管理的动态分析框架,加强多目标协同优化,推动补贴机制精准化,并拓展城市废弃物等非传统供应链的研究视野.
Biomass energy,as a vital renewable energy source,holds immense substitution potential.However,its share in the energy mix remains far lower than that of wind power and photovoltaics.The fundamental cruxes lie in the high supply chain cost and the price competitive disadvantage compared with fossil fuels.Based on analyzing the"potential-reality"paradox,this paper employs a systematic literature review method to comprehensively sort out the research on biomass energy supply chain coordination and government subsidy policies at home and abroad.Through multidimensional analysis,it is found that supply chain coordination research has evolved from single-link cost control to multi-stakeholder game theory and multi-cycle and multi-objective system planning,and its objectives can be categorized into four major types:ensuring raw material supply,profit maximization,cost minimization and multi-objective coordination.The research on government subsidies has delved from macro-policy system analysis into micro subsidy mechanism design,including the dynamic optimization of subsidy subjects,objects,standards and methods.However,most of the existing studies focus on economic objectives,with insufficient comprehensive consideration of ecological and social benefits.There is a lack of in-depth analysis on the fundamental economic constraint of biomass energy development,that is,the price competitive relationship with fossil fuels.Research directions also show a disconnection from key industrial development priorities,being highly concentrated on the straw power generation scenario,while paying limited attention to strategic areas such as waste disposal and distributed heating.Future research should establish a dynamic analysis framework integrating energy economics and supply chain management,enhance multi-objective optimization,advance the precision of subsidy mechanism,and broaden the research vision of non-traditional supply chains such as urban waste.
