气象信息获取能力对林农风险防控行为影响研究OA
Research on the impact of meteorological information acquisition capacity on forest farmers'risk prevention and control behaviors
全球气候变化背景下气象风险对林业生产的影响持续加大,林农的风险防控行为是林业实现可持续发展的重要支撑.文章以山西省5个典型经济林种植区373户林农为调研样本,将气象信息获取能力拆解为气象信息易得性、气象信息多样性、气象信息准确性三个维度,结合信息经济学与计划行为理论搭建"信息→认知→行为"分析框架,采用二元 Logit 回归模型、负二项回归模型及中介效应检验模型,探究气象信息获取能力对林农风险防控行为的影响机制,同时检验风险认知的中介作用,以及户主年龄、户主受教育水平带来的异质性效应.研究结果表明:(1)气象信息获取能力的三个维度均对林农是否采纳风险防控行为及采纳行为的种类数具有显著的正向影响;(2)风险认知在气象信息获取能力与林农风险防控行为之间起到显著的部分中介作用,是信息转化为实际防控行为的关键纽带,形成了"气象信息获取能力→风险认知→林农风险防控行为"的传导路径;(3)林农的风险防控行为存在明显的群体异质性,中青年、中高教育水平的林农的防控行为更易受气象信息易得性、气象信息准确性这类核心信息的影响,而老年、低教育水平的林农在制定防控决策时则更多依赖气象信息多样性与自身风险认知.文章将气象信息获取能力细化为三个维度并完成量化测度,系统验证林业领域中风险认知在气象信息与防控行为之间的中介传导机制,弥补现有研究对林业"信息→认知→行为"内在路径探讨的不足,同时从户主年龄、户主受教育水平两个维度厘清了林农风险防控行为的异质性规律,为林业气象风险管理研究提供新的微观视角.依据研究结论,文章从构建三级联动气象信息服务体系、开展分层分类的风险认知培育、健全本土化且差异化的防控激励机制三个方面提出政策启示,助力提升林农应对气象风险的能力,推动林业产业高质量发展.
Under the backdrop of global climate change,the impact of meteorological risks on forestry production continues to increase.The risk prevention and control behaviors of forest farmers serve as a crucial support for the sustainable development of forestry.This paper took 373 forest farmers from five typical economic forest planting areas in Shanxi Province as the research sample.It broke down the ability to obtain meteorological information into three dimensions:accessibility,diversity and accuracy.By combining information economics and planned behavior theory,an"information-cognition-behavior"analysis framework was established.Binary Logit models,negative binomial regression models and mediating effect tests were used to explore the influence mechanism of meteorological information acquisition capacity on forest farmers'risk prevention and control behaviors.Additionally,the mediating role of risk perception,as well as the heterogeneity effects caused by age and education level,were examined.The study showed that:(1)All three dimensions of meteorological information acquisition capacity had a significant positive impact on whether forest farmers adopted risk prevention and control measures and the number of such measures they implemented.(2)Risk perception acted as a significant mediator between meteorological information acquisition capacity and forest farmers'risk prevention and control behaviors,serving as a key link in transforming information into actual preventive actions.This created a causal pathway of"meteorological information acquisition-risk perception-forest farmers'risk prevention behaviors".(3)There was clear group heterogeneity in forest farmers'risk prevention and control behaviors.Younger farmers with higher education levels were more influenced by factors like information accessibility and accuracy.In contrast,older farmers with lower education levels relied more on information diversity and their own risk perceptions when making prevention decisions.This paper detailed the three dimensions of meteorological information acquisition capacity and provided quantitative measurements.It systematically verified the mediating role of risk perception in the relationship between meteorological information and risk prevention and control behaviors in forestry.This filled a gap in existing research regarding the"information-cognition-behavior"dynamics in forestry.Additionally,it identified the patterns of heterogeneity in forest farmers'risk prevention and control behaviors based on age and education level,providing a new micro-level perspective for research on forestry meteorological risk management.Based on these findings,the paper proposed policy implications to enhance forest farmers'ability to cope with meteorological risks through three approaches:establishing a three-tiered meteorological information service system,developing targeted risk perception training programs,and creating tailored incentive mechanisms,so as to promote the high-quality development of the forestry industry.
