针对大型水利工程传统咨询模式阶段割裂、专业协同不畅及安全、进度、质量、投资四大目标失衡问题,以龙江河谷灌区工程为例,探索全过程工程咨询(WPEC)模式下的协同管理与动态耦合机制.构建"1+N"多专业协同架构,破解岩溶区复杂地质管控难题;建立基于动态评估管理制度的四维耦合优化机制,通过"评估—纠偏—再评估"闭环管理,实现四大目标动态平衡.实践表明,该模式可压缩工期约30%,控制工程变更费用约20%,为同类长距离有压输水工程提供可复制的规范化实施方案.

Aiming at the problems of fragmented stages,poor professional collaboration,and imbalanced four major objectives(safety,schedule,quality,and investment)in the traditional consulting mode of large-scale water conservancy projects,this study takes the Longjiang River Valley Irrigation Area Project as an example to explore the collaborative management and dynamic coupling mechanism under the whole process engineering consulting(WPEC)mode.A"1+N"multi-professional collaborative framework is constructed to address the complex geological control challenges in karst areas;a four-dimensional coupling optimization mechanism based on a dynamic evaluation management system is established.Through the closed-loop management of"evaluation-correction-re-evaluation",the dynamic balance of the four major objectives is achieved.Practice shows that this mode can shorten the construction period by about 30%and control the project change costs by about 20%,providing a replicable and standardized implementation plan for similar long-distance pressured water transmission projects.
