森林"四库"联动视角下森林质量提升路径研究OA

The coordinated development of forests as"reservoir,money reservoir,grain reservoir and carbon reservoir"(hereinafter referred to as the forest"Four Reservoirs")is an important carrier for implementing the concept that lucid waters and lush mountains are invaluable assets,and the improvement of forest quality serves as the core support for achieving the linkage and efficiency enhancement of the forest"Four Reservoirs".Based on theories such as resource scarcity,externality and ecological economics,this paper constructs a dual-logic analytical framework of symbiotic complementarity and competition-trade-off for the functions of the forest"Four Reservoirs",systematically analyzes the synergistic effect and trade-off mechanism of forest quality improvement on the functions of the forest"Four Reservoirs".In view of the practical dilemmas in the cultivation and utilization of forest resources in China,this paper establishes an economic path system for forest quality improvement from the perspective of the forest"Four Reservoirs"linkage across four dimensions:factor allocation,industrial integration,market-driven mechanism and policy support,and supplements with typical cases to verify the feasibility of the path.The results show that the functions of the forest"Four Reservoirs"feature both symbiosis and complementarity as well as competition and trade-offs.By optimizing ecosystem structure and improving resource allocation efficiency,forest quality improvement can achieve the synergistic value increment of the"Four Reservoirs"functions and minimize trade-off costs.To address the current dilemmas in forest quality improvement in China,efforts should be made to build a diversified investment mechanism,promote the integration of the three forestry industries,improve the value realization mechanism of ecological products,and strengthen coordinated policy support,so as to open up the economic linkage channel between the forest"Four Reservoirs"linkage and forest quality improvement.
