"四梁八柱"框架下长期护理保险制度演化及政策启示OA

Objective:At a time when long-term care insurance needs to be expanded urgently,it is important to analyze and summarize the institutional evolution and practical experiences of pioneering pilot cities,aiming to provide theoretical frameworks and empirical references for other regions.Methods:By constructing a"Four Beams and Eight Pillars"analytical framework for long-term care insurance,we systematically applied historical research methodology to conduct a retrospective comparative analysis of the three rounds of pilot reforms in Chengdu,thereby synthesizing the institutional characteristics and policy trajectories.Results:The three rounds of pilot reforms in Chengdu City have pushed the system to a deeper level,and the system framework has been initially established,but in the process,there are still some deficiencies in the areas of fundraising,quality supervision,continuous assessment,and distribution of care resources.Conclusion:The next step of system optimization can be to implement the responsibility of contribution,improve the supervision mechanism,promote continuous assessment,expand service supply,and build a preventive system.Cost containment and quality enhancement in care services constitute the linchpin for achieving sustainable and high-quality development of the long-term care insurance system.We recommend integrating Traditional Chinese Medicine rehabilitation services into the care service projects to delay disability progression,mitigate claim payout burdens,and elevate the quality of life for disabled individuals.
