Assessment of Harmonious Prevention and Control of Water Disasters Oriented to Harmonious Coexistence of Human and Nature
[目的]科学诊断区域水灾害防控短板、提升防控效能,是实现人与自然和谐共生的重要环节.[方法]基于人与自然和谐共生理念,阐释了水灾害和谐防控的概念和内涵,提出了灾害风险可控、生态系统健康、承灾韧性稳定、防控能力承载 4 个判别准则,构建了涵盖评价指标、评价方法、因素识别等模块的水灾害和谐防控评价体系.在此基础上,采用 SMI-P 综合评价方法评估水灾害和谐防控指数(WPI),运用标准化降水蒸散指数(SPEI)、游程理论、InVEST 模型等方法实现评价指标定量化,借助障碍度模型识别各指标的影响程度,并在河南省开展了分区实例应用.[结果]①2008-2023 年,河南省 18 个地级市的水灾害和谐防控指数(WPI)整体呈稳步上升趋势,其中焦作市的 WPI 多年平均水平最优(WPI=0.640);②研究期间 WPI 的空间分布存在显著差异,表现为豫西、豫北地区优于豫东、豫南地区,而豫中地区水灾害和谐防控水平相对滞后;③水利设施投资占比是影响 WPI 的首要障碍因子,生态系统健康是驱动 WPI 变化的关键准则.[结论]构建的水灾害和谐防控评价体系能有效量化评估区域水灾害和谐防控水平,揭示其时空演变规律及核心制约因素,具有理论合理性和实践可操作性.研究结果可为河南省各地级市的水灾害防控提供数据支撑和决策参考.
[Objective]The scientific identification and improvement of deficiencies in regional harmonious water disaster prevention and control are vital for achieving harmonious coexistence between human and nature.[Methods]This study,based on the concept of harmonious coexistence between human and nature,elucidated the definition and connotation of har-monious prevention and control of water disasters.Four discriminant criteria were proposed:controllable disaster risk,ecosys-tem health,stable disaster-bearing resilience,and prevention and control carrying capacity.An assessment system for harmo-nious prevention and control of water disasters was constructed,comprising modules such as evaluation indicators,evaluation methods,and factor identification.On this basis,the SMI-P comprehensive evaluation method was employed to quantify the water disaster harmonious prevention and control index(WPI).Methods such as the standardized precipitation evapotranspi-ration index(SPEI),run theory,and the InVEST model were used to quantify the evaluation indicators,while obstacle de-gree analysis was applied to identify the influence degree of each indicator.A case study was conducted in Henan Province with regional zoning.[Results](1)From 2008 to 2023,the WPI of 18 prefecture-level cities in Henan Province showed an overall steady upward trend,with Jiaozuo City exhibiting the highest multi-year average WPI(WPI=0.640).(2)During the study period,significant spatial disparities in WPI were observed,with western and northern Henan outperforming eastern and southern regions,while central Henan lagged behind in harmonious prevention and control of water disasters.(3)The proportion of investment in water conservancy facilities was the primary obstacle factor affecting WPI,and ecosystem health was the key criterion driving WPI changes.[Conclusions]The constructed assessment system for harmonious water disaster prevention and control can effectively quantify and evaluate regional water disaster prevention and control levels,revealing its spatiotemporal evolution patterns and core constraints,with theoretical rationality and practical operability.The research find-ings can provide data support and decision-making references for water disaster prevention and control in Henan Province's prefecture-level cities.
