电力数据服务产品构建思路及展望OA
Ideas and Prospects for the Construction of Power Data Service Products
随着数字经济时代的到来,数据已成为新型生产要素,呈现出多元化、复杂化特征.文章从数据服务发展现状出发,提出以全生命周期电力数据链为骨架的数据服务产品构建思路;分析出其存在的问题集中在流通壁垒、安全防护、授权运营 3 方面,导致数据难以高效流动和共享.针对以上问题,梳理了支撑数据交易关键技术,提出了"四层治理体系"可信数据空间以支撑数据安全可流通,构建了"三阶五维"电力数据资产价值评估体系与分级分类标准体系,推动数据服务产品市场化,最终在面向电力数据服务产品的商业模式下实现分阶段推广,针对数据价值实现风险前置提出多维风险防控技术体系,推动电力数据要素在安全可控的情况下实现价值倍增.
With the advent of the digital economy era,data has become a new type of production factor,presenting diversified and complex characteristics.Starting from the current development status of data services,this paper proposes a construction approach for data service products based on the whole life cycle power data chain as the backbone.At the same time,it was analyzed that the existing problems are concentrated in three aspects:circulation barriers,security protection,and authorized operation,which make it difficult for data to flow and share efficiently.In response to the above issues,the key technologies supporting data trading have been sorted out,and a"four-layer governance system"trusted data space has been proposed to support data security and circulation.A"three-level and five-dimensional"power data asset value evaluation system and grading classification standard system have been constructed to promote the marketization of data service products.Ultimately,phased promotion will be achieved in the business model for power data service products.At the same time,a multi-dimensional risk prevention and control technology system has been proposed to pre realize the risk of data value realization,promoting the doubling of the value of power data elements in a safe and controllable manner.
