Research on the Feasibility and Strategic Paths for the Adjustment and Expansion of Changsha Economic and Technological Development Zone from the Perspective of High-Quality Development
本研究以高质量发展为核心导向,基于长沙经开区调扩区"总量平衡、结构优化"的特征,采用文献研究法、案例分析法与数据分析法,从现状诊断、问题识别、路径构建依次展开研究:首先梳理调扩区空间布局与产业基础;其次分析高质量发展面临的空间制约;再次构建系统性战略路径;最后提出政策、要素、机制三大保障体系,以期为长沙经开区空间调扩区高质量推进提供理论支撑与实践指导.
Guided by the core principle of high-quality development and based on the characteristics of"aggregate balance and structural optimization"for the adjustment and expansion of Changsha Economic and Technological Development Zone,this paper employs literature review,case analysis,and data analysis methods.It studies from four aspects of"current situation diagnosis,problem identification and path construction".Firstly,it examines the spatial layout and industrial foundation of the adjustment and expansion area.Secondly,it analyzes the spatial constraints faced in achieving high-quality development.Subsequently,it formulates a systematic strategic path.Finally,it proposes a three-pronged support system encompassing policies,factors of production,and institutional mechanisms.The aim is to provide theoretical support and practical guidance for the high-quality advancement of the spatial adjustment and expansion area of Changsha Economic and Technological Development Zone.
