治理现代化下的乡村治理模式:历史演进、多重转向与融合创新OACHSSCD

Based on a logical investigation of the history,theory and practice of the transition from the"unity of government and community"and"township administration and village self-governance"to"pluralistic co-governance"since the founding of the People's Republic of China,this study expounds and analyzes the"integration of five governance"on the basis of the"integration of three governance".Specifically,the"five governance"system with the core of"political guidance,legal guarantee,moral education,autonomous foundation,and intellectual support"is the local practice innovation of Chinese rural governance model.By introducing the theory of complex system governance,the study puts forward a dual activation path of strengthening the functional coupling of"five-governance components"and optimizing the coordination mechanism of"five-governance structure".On the one hand,the independent function of each governance element is enhanced through system design;on the other hand,the synergistic effects among elements are promoted through organizational innovation.Practice has shown that the five governance integration model can effectively solve the problems such as the dispersion of rural governance subjects,the dispersion of resources,and the low efficiency through the systematic synergy of political orientation,legal autonomous drive,legal restraint,moral appeal and intellectual promotion.This can provide methodological guidance for promoting the modernization of rural governance,and has important theoretical value and practical significance for realizing the common prosperity of Chinese rural areas.
