存量更新视角下特大城市工业遗存邻近的城中村空间特征与分类治理路径探析OA
Analysis on the Spatial Characteristics and Classification Renovation Paths of Urban Villages Near Industrial Heritage in Megacities from the Perspective of Stock Renewal:A Case of Chenghua District
在稳步推进超大特大城市城中村改造背景下,老工业区内邻近工业遗存的城中村面临物理环境衰败、设施供给滞后、多元主体利益博弈等治理困境.文章以成都市成华区典型城中村为样本,解析其空间形态碎片化、用地混杂、租赁经济主导下的社会人口结构特征.针对配套细则缺失、公众参与度低、统征推进迟缓等实施瓶颈,引入跨城治理经验,剖析上海"闭环式城市体检"与低碳微更新机制、深圳基于"基础+转移+奖励"容积率体系的利益统筹与规模化统租运营模式.基于此,文章提出存量提质导向下的分类改造策略,构建工业遗存赋能型与高密度空间失序纠偏型两大空间重构路径,倡导建立多元主体互动的渐进式协商治理机制,为我国特大城市工业遗留型城中村高质量有机更新提供学理支撑与实践范式参考.
Under the policy of steadily promoting the renovation of urban villages in super-large and mega-cities,the urban villages near industrial relics in the old industrial zones face the governance dilemmas of physical environment declination,lagged facility supply,and the games of interests among different subjects.This paper takes the typical urban villages in Chenghua District,Chengdu as samples,and analyzes their fragmented spatial forms,mixed land use,and social population structure features oriented by the rental economy.Regarding to the implementation bottlenecks including lacked supporting guidelines,poor public participation,and lagged promotion of the overall governance,it introduces cross-city governance experiences,and analyzes the operational models for the coordination of interests and large-scale unified renting,such as Shanghai's"closed-loop urban check-up",low-carbon micro renewal mechanism,and Shenzhen's plot ratio system based on"baseline+transfer+incentive".Based on this,it proposes the classification-based renovation strategies for enhancing the quality of the existing stock and constructs the spatial reconstruction paths for two types of spaces:one aiming at empowering industrial relics and the other aiming at correcting the disorder in high-density spaces.It also advocates establishing a progressive consultative governance mechanism involving multiple stakeholders.It provides theoretical support and practical models for the high-quality and organic renewal of industrial heritage-based urban villages in China's mega-cities.
