Dynamic Evaluation and Optimization Path of Rural Construction:Analysis Based on 10 Counties in the Four Provinces of Shandong,Shanxi,Henan and Hebei

在全面实施乡村振兴战略的重要政策拐点下,针对山西省、河北省、山东省、河南省4个省份农业人口密集、城乡差距突出的典型问题,以党的十九届五中全会提出的乡村建设行动为政策指引,探索科学评估机制对地方实践的推动作用.为精准识别区域乡村建设短板,依托全国乡村建设评价数据库,整合2024-2025年4省10县的动态数据,构建包含农房建设、村庄建设、县镇建设、发展水平4个维度20项指标的评价体系,运用熵权双基点法进行动态评估.结果表明,乡村建设在住房质量改善、基础服务延伸、景观系统重构等层面成效显著,县域平均得分从2024年的80分提升至2025年的83.7分.然而,评估结果暴露出现代生活功能适配不足、基础设施迭代缓慢及村民自治数字化转型乏力等现实困境.通过对评价成果的对比分析,总结乡村建设"以评促建"路径的演变趋势,为实现多要素协同的乡建范式跃迁提供理论支撑.

At the critical juncture of comprehensively implementing the Rural Revitalization Strategy,Guided by the Rural Construction Action proposed at the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China,explores the catalytic role of scientific evaluation mechanisms in local practices.By establishing a systematic assessment framework to accurately identify challenges and coordinate solutions,an effective evaluation-driven construction pathway has been progressively developed.Leveraging data from the National Rural Construction Evaluation Database across 10 counties in four provinces,a dynamic assessment was conducted using the entropy-weighted TOPSIS method.Findings reveal substantial progress in rural housing construction,public service allocation,and living environment enhancement.However,persisting issues include suboptimal housing functionality,fragmented infrastructure networks,and governance inefficiencies.This research contributes to optimizing evidence-based policy formulation for achieving integrated rural revitalization.
