高职教育下沉县域开展技术创新服务的实践模式、现实困境与深化机制OA

The downward deployment of higher vocational education to county areas for technological innovation services is driven by the strategic orientation of national efforts to extend high-quality higher vocational education resources to the grassroots level,the practical demand for technology empowerment generated by rural revitalization and high-quality county-level development,and the theoretical demand for addressing knowledge spillover dilemmas and grassroots penetration within regional innovation systems.Based on a practical investigation of higher vocational education downward deployment to county areas,three technological innovation service models were identified through comparative analysis:the"institutional embedding type",the"organizational extension type",and the"loose coupling type".Although different institutions have initially explored and formed diversified models based on regional institutional frameworks and county-level industrial characteristics,they also face the absence of institutional adaptation mechanisms,insufficient attention to capacity generation,and the coexistence of multiple overlapping functions.These issues have led to multiple institutional contradictions,functional decoupling,and identity legitimacy dilemmas in the technological innovation services of higher vocational education downward deployment to county areas.Accordingly,higher vocational education downward deployment to county areas for technological innovation services should improve the institutional adaptation mechanism with balanced rights and responsibilities for technological innovation services,establish an efficiency evolution mechanism centered on the capacity generation of technological innovation services,and build a symbiotic mechanism between higher vocational education and high-quality county-level development.
