职业教育教学关键要素改革是建设现代职业教育体系的基础工程,也是培养高技能人才的关键举措,能够为中国式现代化建设提供有力支撑.其政策要义在于促进职业教育发展和人的全面发展,具体体现为:以构建产教融合的现代职教体系为价值坐标,以培养适应产业需求的高技能人才为发展轴线,以提升职业院校的关键办学能力为功能象限,以重构职业教育教学的底层逻辑为突破原点.通过对实践样态的考察发现,过往要素改革在积累经验的同时也显现专业动态调整机制不够健全、课程体系组合设计不够合理、教材呈现样式不够多元、教师能力清单细化不够到位、实习实训产教融合不够深化、要素改革一体化推进不够深入等问题.为推动政策落地与实践创新,需构建要素改革的区域行动框架,即以理念为指引塑造要素改革的价值共识、以政策为牵引强化要素改革的顶层设计、以机制为路径驱动要素改革的一体化推进、以团队为依托实现要素改革的主体协同、以资源为重点实现要素改革的集群培养.

Key teaching elements reform in vocational education is a foundational project for building a modern vocational education system and a critical measure for cultivating high-skilled talents,providing strong support for Chinese-style modernization.The policy essentials of element reform lie in promoting the development of vocational education and the all-round development of individuals,specifically manifested as follows:taking the construction of modern vocational education system integrating industry and education as the value coordinate,taking the cultivation of high-skilled talents adapting to industrial demands as the development axis,taking the enhancement of key operational capabilities of vocational colleges as the functional quadrant,and taking the reconstruction of the underlying logic of vocational education teaching as the breakthrough origin.An examination of practical patterns reveals that while past element reforms have accumulated valuable experience,they have also exposed problems such as an insufficiently robust mechanism for dynamic major adjustment,an inadequately rational curriculum system design,insufficiently diverse textbook presentation formats,an inadequately detailed teacher competency inventory,insufficiently deep industry-education integration in internship and practical training,and insufficiently thorough integrated advancement of element reforms.To facilitate policy implementation and practical innovation,it is necessary to construct a regional action framework for element reform,namely:shaping value consensus for element reform guided by philosophy,strengthening top-level design for element reform driven by policy,promoting integrated advancement of element reform through mechanisms as pathways,achieving subject collaboration in element reform supported by teams,and realizing cluster cultivation for element reform with resources as the focus.
