Enhancing Key School-running Capacity of Vocational Education through Structural Changes in Key Elements
提升职业教育关键办学能力是培养高技能人才、服务产业转型升级与建设教育强国的核心支撑,其核心要求体现为五重维度:以系统思维打破要素分割,实现全面协同提升;以改革力度突破深层体制机制障碍,推动内涵深入提升;以多方联动机制凝聚育人合力,助推有机整体提升;以科学评价体系引领改革方向,驱动精准靶向提升;以技术赋能关键要素数字化重构,支撑创新迭代提升.实践层面,应筑牢专业基础、动态调整专业设置,夯实课程核心、科学设计课程组合,升级教材载体、优化教材呈现形式,稳定教师动力、细化教师能力清单,促成实习实训关键、建设产教融合实习实训基地.在此基础上,需从国家层面构建跨区域跨主体协同创新模式,加大体制机制改革力度,健全政府、学校、企业、行业协会多方联动机制,完善契合职业教育类型特征的特色评价体系,强化技术赋能推进数字化转型.
Enhancing the key school-running capacity of vocational education is the core support for cultivating high-skilled talents,serving industrial transformation and upgrading,and building a powerful education country.Its core requirements are embodied in five dimensions:breaking the segmentation of elements with systems thinking to achieve comprehensive and coordinated improvement;breaking through deep-seated institutional and mechanistic barriers with reform intensity to drive in-depth connotative improvement;pooling educational synergy through multi-party collaborative mechanisms to promote organic holistic improvement;steering the direction of reform with a scientific evaluation system to drive precise and targeted improvement;and supporting innovative iterative improvement through technology-empowered digital reconstruction of key elements.At the practical level,efforts should be made to consolidate the foundation of specialties with dynamic adjustment of program offerings,strengthen the core of curricula with scientifically designed curriculum combinations,upgrade teaching material carriers with optimized presentation formats,stabilize teacher motivation with detailed teacher competency checklists,and facilitate the key role of internships and practical training by building industry-education integration internship and practical training bases.On this basis,it is necessary to build a cross-regional and cross-stakeholder collaborative innovation model at the national level,intensify institutional and mechanistic reforms,improve multi-party collaborative mechanisms involving governments,schools,enterprises and industry associations,refine a distinctive evaluation system suited to the typological characteristics of vocational education,and strengthen technology empowerment to advance digital transformation.
