Research on the implementation and evaluation of territorial ecological restoration planning:a case study of Zhejiang Province
国土空间生态修复规划是推进生态文明建设、实现人与自然和谐共生的重要抓手,科学评估其实施成效,对优化生态修复策略、提升治理效能具有关键意义.在解析规划实施评估外源推动与内驱动力的基础上,建立了"生态客体-规划介体-行为主体"三元互馈逻辑框架,明确了区域、城市、项目三个空间层级的差异化评估要点,系统阐释了多尺度协同、全过程反馈的评估机制.以浙江省为例,研究提出了以"压力-状态-响应"(PSR)模型为核心的规划实施评估指标体系,细化了土地综合整治、海洋生态修复、矿山修复等八类重点工程的差异化评估内容,并构建了"动态监测-科学评价-及时预警-调整优化"的动态闭环管理路径,实践表明评估体系能够有效识别修复短板、引导资源优化配置、强化主体责任约束,为同类地区推动生态修复从单点治理向系统治理、从静态评估向动态调控转型提供了可操作的范式.未来研究应进一步聚焦多尺度评估协同、长时序数据融合及与"双碳"目标、生态产品价值实现等战略的衔接,以持续提升国土空间生态修复规划实施的精准性与适应性.
The territorial ecological restoration planning is a crucial instrument for advancing ecological civilization and achieving harmonious coexistence between humans and nature.Scientifically evaluating its implementation effectiveness is of key significance for optimizing ecological restoration strategies and enhancing governance efficiency.Based on an analysis of the external drivers and internal motivations for planning implementation evaluation,this study constructs a tripartite interactive logical framework of"ecological object,planning medium,and behavioral subject,"clarifies the differentiated evaluation priorities at regional,urban,and project levels,and systematically explains an evaluation mechanism characterized by multi-scale coordination and whole-process feedback.Taking Zhejiang Province as an example,the study proposes an indicator system for planning implementation evaluation centered on the"Pressure-State-Response"(PSR)model.It refines differentiated evaluation content for eight types of key projects,including comprehensive land consolidation,marine ecological restoration,and mine ecological restoration.Additionally,it innovatively establishes a dynamic closed-loop management pathway of"dynamic monitoring,scientific evaluation,timely warning,and adjustment and optimization."The results showed that the evaluation system can effectively identify restoration shortcomings,guide the optimal allocation of resources,and strengthen accountability constraints for responsible entities.It provides an actionable paradigm for similar regions to transition ecological restoration from single-point governance to systemic governance and from static assessment to dynamic regulation.Future research should further focus on multi-scale evaluation coordination,long-term data integration,and alignment with strategic goals such as the"dual carbon"targets,and the realization of ecological product value,so as to continuously enhance the precision and adaptability of territorial ecological restoration planning implementation.
