市场化导向的江苏省生态系统服务流空间演化及生态补偿路径OACHSSCD

在快速城镇化与气候变化加剧生态系统服务供需失衡及空间错配的背景下,生态补偿机制成为协调生态保护与经济发展的关键政策工具.以江苏省为例,通过2000-2020年的土地利用、夜间灯光、经济社会等多源数据核算多尺度区域生态系统服务供需比,创新性地提出融合市场化交易逻辑构建市场化导向的生态系统服务流模型,揭示区县尺度供需地生态系统服务流特征,核算供需地生态补偿价值量,并提出省域协同的生态补偿机制实施路径.结果表明江苏省2000-2020年生态补偿时空规律:(1)供需格局呈现"地理梯度分异、赤字连片扩张"特征,供需逆差持续扩大,冷热点簇群形成跨域功能单元;(2)服务流呈"南高北低、西密东疏"格局,流量随距离衰减;(3)补偿额度激增,呈现"核心支付-极核受偿"双极化结构,支付区主体从传统城区向新兴经济强区迁移.进一步提出基于生态系统服务流空间分异特征构建协商式横向补偿机制、考虑多元补偿方式建设多层次交易体系、搭建生态产品交易平台完善配套支撑体系,构建"生态-经济-社会"三位一体的综合生态补偿机制,实现"输血式"向"造血式"补偿跃迁.

Against the backdrop of rapid urbanization and climate change exacerbating the imbalance and spatial mismatch of ecosystem service supply and demand,ecological compensation mechanisms have become a key policy tool for coordinating ecological protection and economic development.Therefore,taking Jiangsu Province as an example,this research utilized multi-source data from 2000 to 2020-including land use,nighttime light,and socio-economic statistics-to quantify the supply-demand ratio of regional ecosystem services at multiple scales.It innovatively introduced market transaction logic to construct a market-oriented model of ecosystem service flows.The study revealed the characteristics of ecosystem service flows between supply and demand areas at the county level,quantified the ecological compensation values involved,and proposed implementation pathways for a province-wide coordinated ecological compensation mechanism.The results revealed the spatiotemporal patterns of ecological compensation in Jiangsu Province from 2000 to 2020:(1)The supply-demand pattern exhibited characteristics of"geographical gradient differentiation and contiguous expansion of deficits,"with a continuously widening imbalance between supply-demand and the formation of cross-regional functional units identified as cold and hot spot clusters.(2)The ecosystem service flows demonstrated a pattern of"higher in the south and lower in the north,denser in the west and sparser in the east,"with flow intensity attenuating as distance increased.(3)The compensation amounts increased substantially,revealing a dual-polarized structure of"core payment areas and key recipient areas."The primary payment entities shifted from traditional urban districts to emerging economically developed regions.Based on the spatial heterogeneity of ecosystem service flows,the study further proposed the following measures:establishing negotiation-based horizontal compensation mechanisms;developing a multi-level trading system incorporating diverse compensation instruments;and building ecological product trading platforms with improved supporting systems.These measures aimed to construct an integrated ecological compensation mechanism that harmonizes ecological,"ecology,economy,and society,"thereby achieving a transition from"blood transfusion"to"hematopoietic"compensation.
