This study examines the current state of child welfare provision in regions with different resource endowments and explores the significance and value of social actors' participation,as well as how such participation can be effectively mobilised.Through a comparative analysis of regions with high,medium,and low levels of resource endowment,the study finds that effective mobilisation follows differentiated pathways shaped by local resource conditions.On this basis,it identifies three ideal types:"autonomous co-governance,""administrative steering,"and"community self-mobilisation."It further discusses how state-society relations can be optimised to enable the effective mobilisation of social actors.Overall,this study reveals the differentiated logics of mobilising social actors across varying resource contexts and shows that their full mobilisation must be grounded in local resource realities.A well-ordered relationship between government and social actors can help local governments implement child development goals and advance children's right to equitable development.
