How Can Maternity Insurance Remain Sustainable?Institutional Protection for Population Reproduction under Low Fertility
在低生育率持续深化的背景下,生育保险通过支付孕产医疗费用和生育津贴,保障有生育意愿的人能够顺利实现生育,是支撑人口再生产的重要制度.当前制度运行同时面临新增假期落实困难与灵活就业群体难以纳入的现实压力,其背后均与基金可持续性约束有关.基于试点实践经验,本文构建不同参数情景,模拟测算替代率水平、分段累退结构与等待期设置等制度参数对基金运行的影响.研究发现,在保持基本产假待遇水平不变的前提下,通过适度降低新增假期替代率、引入分段累退结构并设置合理等待期,可在保障对低收入群体生育支持的同时增强基金可持续性,更契合低生育率条件下制度可持续运行的现实要求.
Against the backdrop of persistently low fertility,maternity insurance is an important institution supporting population reproduction.By covering pregnancy-and childbirth-related medical expenses and providing maternity benefits,it helps people who wish to have children do so with greater security.At present,the system faces two pressing challenges:difficulties in implementing newly extended maternity leave and the difficulty of incorporating flexible workers into effective coverage.Both challenges are closely related to constraints on fund sustainability.Drawing on pilot experiences,this article examines how institutional parameters,including replacement-rate design,a tiered structure with progressively lower benefit rates,and waiting-period arrangements,affect fund operation.The findings show that,while maintaining the benefit level of basic maternity leave,moderately lowering the replacement rate for newly added maternity leave and introducing a tiered structure with progressively lower benefit rates can enhance fund sustainability while preserving support for childbirth among low-income groups.This approach is therefore better aligned with the practical requirements of sustainable institutional operation under conditions of low fertility.
