如何利用不同灵活性资源供应特点,实现多类型资源协同配合,是保证高比例新能源系统规划可靠性的关键.基于此,提出一种考虑多类灵活性资源的网源协同规划方法.首先,分别建立源-网-荷侧的灵活性供给和需求模型,分析不同灵活性资源运行特点;并基于灵活性供需平衡原理和线路输电阻塞风险,从灵活性时间缺额、功率缺额和均衡性3个维度构造关键指标,量化系统的灵活性.其次,建立考虑多类灵活性资源的两阶段发输电协同规划模型,上层为规划决策层,下层为运行模拟层;最后,基于改进的Garver-18系统验证本文所提规划方法的有效性.结果表明,不同类型灵活性资源的相互配合,可有效降低系统灵活性不足和输电阻塞风险.与传统仅考虑电源侧储能和火电机组的灵活性规划方法相比,所提规划投资成本降低26.34%.

To ensure the reliability of high-proportion renewable energy system planning,it is crucial to achieve the coordinated utilization of various types of flexibility resources based on their distinct supply characteristics.This paper proposes a coordinated generation and transmission planning method considering multiple types of flexibility resources.First,flexibility supply and demand models on the generation,grid,and load sides are established to quantify the characteristics of different flexibility resources.Based on the principle of flexibility balance and transmission congestion risk,key indices are constructed from three dimensions:flexibility deficit duration,flexibility deficit magnitude,and flexibility balance,enabling a quantitative assessment of system flexibility.Second,a two-stage generation and transmission expansion planning model incorporating multiple flexibility resources is developed,where the upper level represents planning decisions,and the lower level simulates system operations.Finally,the proposed planning method is validated using an improved garver-18 system.The results demonstrate that the coordination of different flexibility resources effectively mitigates grid flexibility shortages and transmission congestion risks.Compared with the traditional flexibility planning method that only considers energy storage and thermal power units on the generation side,the investment cost is reduced by 26.34%.
