《中华人民共和国家庭教育促进法》(以下简称《家庭教育促进法》)首次以国家专门立法的形式系统构建了我国家庭教育的促进和支持体系,对我国家庭教育具有重要而深远的影响.《家庭教育促进法》为我国基础教育学校设定了家庭教育指导职责,有利于充分发挥基础教育学校在家庭教育促进中所具有的组织与专业优势.但从实践情况及《家庭教育促进法》的现有规定来看,我国基础教育学校在履行家庭教育指导职责的过程中还面临着多重障碍,集中体现在观念、资源和制度三个层面.对此,应通过在基础教育学校系统强化对家庭教育指导职责的认知和认同教育、重视基础教育学校家庭教育指导资源的开发运用以及优化《家庭教育促进法》中的家庭教育指导职责条款等途径来进行有针对性的消解.

The Family Education Promotion Law of the People's Republic of China has systematically constructed China's family education promotion and support system through national special legislation for the first time,exerting an important and far-reaching impact on family education in China.It clearly stipulates the responsibility of primary and secondary schools to provide family education guidance,enabling such schools to give full play to their organizational and professional advantages in advancing family education.However,in light of practical implementation and the existing provisions of the law,primary and secondary schools in China still face multiple obstacles in fulfilling their family education guidance obligations,which are mainly reflected in three dimensions:concepts,resources and institutions.In response to these problems,targeted solutions should be adopted,including strengthening the awareness and recognition of family education guidance responsibilities within primary and secondary schools,attaching importance to the development and utilization of relevant guidance resources,and optimizing the clauses on family education guidance duties stipulated in the Family Education Promotion Law.
