新基建背景下特高压工程对高技术企业创新效率的影响研究OACHSSCD
Research on the Impact of Ultra-high Voltage Projects on Innovation Efficiency of High Technology Enterprises in the Context of New Infrastructure Construction
"新基建"是中国经济发展新阶段下的基础建设战略,也是企业实施创新的重要保障.文章采用多期双重差分模型探究了特高压工程对高技术企业创新效率的影响.研究发现:仅有输出区特高压工程能够提升高技术企业创新效率,而后仅针对输出区探讨了特高压工程对高技术企业创新效率的影响,并进行了机制分析以及异质性分析.结果显示:输出区特高压工程通过提升企业绩效以及促进数字化转型影响高技术企业创新效率;特高压工程对中部地区、国有企业、中小型企业以及与特高压工程建设运营相关行业的高技术企业的创新效率具有提升效应,并由此提出相关政策建议.文章为"新基建"推动我国技术创新提供了有力的证据支持.
The"new infrastructure"is an infrastructure strategy under the new stage of China's economic development,and it is also an important guarantee for enterprises to implement innovation.Accordingly,this paper uses a multi-period difference-in-differ-ences model to investigate the impact of UHV projects on the innovation efficiency of high-tech enterprises.It is found that only UHV projects in power-output regions can improve the innovation efficiency of high-tech enterprises,and then the impact of UHV projects on the innovation efficiency of high-tech enterprises is explored only for the output regions,while conducting mechanism and heterogeneity analysis.The results show that in the output regions,the UHV project affects the innovation efficiency of high-tech enterprises through improving enterprise performance and promoting digital transformation;The positive promotion effect is pronounced for high-tech firms located in Central China,state-owned enterprises,SMEs,and firms from sectors linked to UHV construction&operation,based on which targeted policy suggestions are put forward.This study provides solid empirical evidence to support that"new infrastructure con-struction"promotes technological innovation in China.
