"结构—信念"互构视角下中国放射性废物治理筹资的行动逻辑与优化路径研究OACHSSCD
Research on the Action Logic and Optimization Path of China's Radioactive Waste Governance Financing from the Perspective of"Structure-Belief"Interconstruction
在全球核能复兴与我国"双碳"目标背景下,放射性废物治理筹资关系到核能的可持续发展.文章从"结构—信念"互构的视角出发,运用政策网络和倡导联盟理论来分析筹资政策.研究发现,国际实践可以分为国家主导、协同治理和专业机构主导三种网络类型,效果差异主要取决于网络结构和联盟信念如何互动,封闭的网络容易引发社会争议、导致项目延滞,而开放的网络则可以依靠制度化的协商来平衡资金保障与社会认同.聚焦中国,《原子能法》确立了"党集中统一领导、多部门分工协作"的治理架构,但仍存在部门协同不足、公众参与有限等实际问题.为此,文章提出阶梯式的优化路径:短期内建立高层协调与公众监督机制;中期搭建政策学习平台并引入市场机制;长期培育责任共担的治理文化,最终建立一个既有战略定力、又具备社会韧性,且符合代际公平要求的筹资体系,从而支撑核能行业的可持续发展.
Against the backdrop of the global nuclear energy revival and China's"dual carbon"targets,financing for radioactive waste management is crucial for the sustainable development of nuclear energy.This paper adopts a"structure-belief"interconstruction perspective and applies policy network and advocacy coalition theories to analyze financing policies.The study finds that international practices can be categorized into three network types:state-led,collaborative governance,and professional institution-dominated,and their effectiveness varies depending on how network structures and coalition beliefs interact.Closed networks tend to trigger social con-troversies and cause project delays,while open networks can balance financing security and social acceptance through institutionalized negotiation.Focusing on China,the Atomic Energy Act establishes a governance framework of"centralized and unified leadership of the Party,with multi-departmental division of labor and cooperation."However,practical issues such as insufficient inter-departmental coordination and limited public participation remain.Accordingly,this paper proposes a stepwise optimization path:in the short term,establishing high-level coordination and public oversight mechanisms;in the medium term,building policy learning platforms and intro-ducing market mechanisms;and in the long term,fostering a governance culture of shared responsibility.The aim is to ultimately es-tablish a funding system that demonstrates both strategic resolve and social resilience,meets intergenerational equity requirements,and thereby supports the sustainable development of the nuclear energy industry.
