基于物元分析法的中国社区突发事件应急预案评估体系研究OA
Research on the evaluation system for emergency response plans in Chinese communities based on the matter-element analysis method
针对社区应急预案评估主观性强、难以量化不相容的问题,本研究引入物元分析法,以解决多维度评价不相容问题.该方法通过建立经典域、节域与待评估物元,计算评估对象的关联度,实现对事物整体质量的综合判定.结合危机管理理论,构建包含应急准备的充分性、监测预警的有效性、应急处置的高效性、后期处置的完善性4 个一级指标和14 个二级指标的评估指标体系;通过层次分析法确定指标权重,借助物元分析法计算关联度并确定预案等级.以西藏山南市乃东区红星社区应急预案为例,结果显示该社区应急准备、监测预警与应急处置维度评估等级为一般,后期处置维度评估等级为良好,根据最大隶属度原则,红星社区应急预案综合评估结果为一般.
To address the pain points of strong subjectivity and difficulty in quantifying in-compatibility issues in community emergency plan evaluations,this study introduces the matter-element analysis method to resolve multi-dimensional evaluation incompatibility problems.The method establishes classical domains,nodal domains,and the matter-ele-ment to be evaluated,and calculates the correlation degree to achieve a comprehensive evaluation of the overall quality of the object.Incorporating crisis management theory,the study constructs an evaluation index system including four primary indicators-adequacy of emergency preparedness,effectiveness of monitoring and early warning,efficiency of emergency response,completeness of post-event handling-and 14 secondary indicators.The analytic hierarchy process is used to determine indicator weights,while the matter-ele-ment analysis method calculates correlation degrees to determine plan ratings.Taking the emergency response plan of Hongxing Community in Naidong District,Shannan City,Xizang as an example,the results show that the assessment levels for emergency prepared-ness,monitoring and early warning,and emergency response dimensions are"average",while the post-event handling dimension is rated as"good".According to the principle of maximum membership degree,the comprehensive evaluation result of Hongxing Community·s emergency response plan is"average".
