中试验证平台是破解科技与经济两张皮难题,构建科技与产业双向循环的重要保障.文章聚焦于科技成果转化中关键但薄弱的中试环节,针对现有研究对中试验证平台建设机制探索不足的问题,引入"技术-组织-场景"整合性分析框架,以粤港澳大湾区工业互联网公共技术服务平台为案例,探究中试验证平台建设路径.研究发现,中试验证平台建设需遵循"使命驱动-要素协同-生态重构"的路径机制.首先,中试验证平台建设始于国家、区域、企业的产业痛点与战略需求;其次,战略使命通过技术-组织-场景三要素协同构建持续迭代发展的执行体系;最后,平台超越单一服务机构角色,主动架构以自身为核心的创新生态系统.研究揭示了中试验证平台作为科技创新与产业创新深度融合的生态载体,推动价值共创的过程,为我国"十五五"乃至更长时期大规模布局建设各类中试验证平台、产业公共服务平台提供了理论支撑与实践指导.

Pilot test platforms are an important guarantee for solving the"two-skin problem"between technology and the economy and for constructing a two-way cycle between technology and industry.This study focuses on the critical but weak pilot stage in the transformation of scientific and technological achievements.Addressing the insufficient exploration of construction mechanisms for pilot test platforms in existing research,the study introduces an integrative technology-organization-context analysis framework.Using the Guangdong-Hong Kong-Macao Greater Bay Area Industrial Internet Public Technology Service Platform as a case study,it explores the construction path of pilot test platforms.The research finds that the construction of pilot test platforms should follow a path mechanism of"mission-driven+element collaboration+ecosystem reconstruction".First,the construction of pilot test platforms begins with the industrial pain points and strategic needs of the nation,regions,and enterprises.Second,the strategic mission is implemented through the coordinated development of the three elements:technology,organization,and context,forming an execution system for sustainable iterative development.Finally,the platform surpasses the role of a single service organization,actively structuring an innovation ecosystem centered on itself.The study reveals that pilot test platforms play a role in driving value co-creation through the deep integration of technological innovation and industry.It provides theoretical support and practical guidance for the large-scale layout and construction of various pilot test platforms and industrial public service platforms in China during the 15th Five-Year Plan period and beyond.
