[研究目的]在全球城市化与数字化转型的双重背景下,智慧城市已成为提升城市治理效能、推动可持续发展的重要路径.经过时间和实践验证的权威评价指标体系是制定国际和国内智慧城市标准的有效参考.作为欧洲数字化的先行者,德国智慧城市建设和科学评价的实践经验值得借鉴.[研究方法]以德国信息产业、电信和新媒体协会(Bundesverband Informationswirtschaft,Telekommunikation und neue Medien,Bitkom)发布的智慧城市指数(Smart City Index)为研究对象,系统解析其评价体系、评价方法和评价结果.基于 2019-2025 年所有被评估城市排名和得分的纵向与横向的量化比较,刻画德国智慧城市建设的发展态势,总结慕尼黑、汉堡、科隆等领先城市的数字化转型经验.[研究结论]德国主要城市在历年智慧城市指数的排名变化显示出德国智慧城市建设特色化与差异化的发展路径.排名领先城市的成功主要源于其清晰且持续的顶层规划、高效的跨部门协同合作机制、以人为核心的服务设计理念等.我国智慧城市建设应努力实现技术发展与人文关怀、经济效率与社会公平的平衡,推动智慧城市向更高质量、更可持续、更具包容性的阶段演进.

[Research purpose]Amid global urbanization and digital transformation,smart cities have emerged as a pivotal instrument for improving urban governance efficiency and advancing sustainable development.Authoritative evaluation index systems that have been empirically validated over time can provide valuable references for shaping both international and national smart city standards.As a European leader in digitalization,Germany offers important insights through its smart city construction and systematic evaluation practices.[Research method]Focusing on the Smart City Index published by Bundesverband Informationswirtschaft,Telekommunikation und neue Medien(Bitkom),this study examines in detail its evaluation index system,methodology and results.Through longitudinal and cross-sectional quantitative comparisons of the rankings and scores of all evaluated German cities from 2019 to 2025,the study maps the evolving landscape of smart city development in Germany and distills the digital transformation experiences of leading cities such as Munich,Hamburg,and Cologne.[Research conclusion]The findings reveal notable variations in the ranking trajectories of German cities over time,which reflects the characteristic and differentiated development paths of Germany's smart city construction.The success of top-ranked cities can be largely attributed to a clear and consistent strategic vision,efficient cross-sectoral coordination mechanisms,and a human-centered approach to service design.For China's smart city development,it is essential to strike a balance between technological progress and humanistic concerns,as well as between economic efficiency and social equity,thereby promoting a transition toward higher quality,greater sustainability,and broader inclusiveness.
