[Research purpose]Traditional research management is encountering significant challenges at universities and research institutes,against the backdrop of from the reform known as"Delegating Power,Strengthening Regulation and Improving Service,"including issues like over-administration,insufficient services,simplified incentive mechanisms,and constrained innovation vitality.This paper investigates building a novel researcher-focused research administration system,aiming to establish a theoretical framework and practical paths for enhancing management efficacy and stimulating innovation vitality.[Research method]By analyzing literature,applying logical deduction,and reconstructing paradigms,this paper delineates the dialectical connection between"control"and"gov ernance,"alongside the implications of the"Delegating Power,Strengthening Regulation and Improving Service"policy.This paper introduces the fundamental idea of"Service+Help+Encourage"(SHE),promotes implementation collaboratively from multiple dimensions including system innovation,platform building and cultural cultivation,,and establishes a new three-in-one research management ecosystem integrating service,help and encourage.[Research conclusion]The SHE concept is anticipated to shift research management from management-oriented to researcher-oriented,rectify the disharmony between"control"and"governance",and foster a dynamic research ecosystem where talents are fully engaged and resources are optimally utilized with vigorous innovation.It offers a viable framework and institutional backing for universities and research institutes to deepen management reform and support greater self-reliance and strength in science and technology.
