"Computing Power Foreign Exchange"and Value Chain Restructuring in Digital Trade:A Qualitative Study Based on the"Energy-Computing Power"Substitution Mechanism

[研究目的]随着人工智能大模型快速发展,全球算力需求急剧上升,底层能源的竞争也变得越来越激烈.虽然我国拥有较强的清洁能源供给能力,但算力资源跨境配置仍受物理传输、网络通道和平台组织机制制约.因此,从数字贸易网络视角出发,研究"能源-算力"空间置换的形成机制与经济意义很有必要.[研究方法]采用建构主义扎根理论与多案例研究方法,以算力基础设施出海企业、跨洋路由平台和典型出海数字应用平台等不同主体为研究对象,对相关商业档案和案例资料进行三级编码与模式匹配.[研究结论]"算力出海"主要呈现三阶段演进特征:一是物理底座层用标准化映射把绿电和算力资源变成可以计量的数字化价值单元;二是媒介通道层依靠跨洋网络和平台化机制促进算力服务跨境流动并削减配置成本;三是应用重构层凭借开源模型、接口服务以及生态输出来加强我国算力体系在海外应用网络中的嵌入能力."算力外汇"这一分析构念,为理解数字时代全球价值链重组提供了新的理论视角.

[Research purpose]The rapid development of large-scale artificial intelligence models has driven the continuous growth of global demand for computing power.Although China has a strong capacity for clean energy supply,the cross-border allocation of computing resources is still limited by physical transmission,network channels,and platform organizational mechanisms.From the perspective of digital trade networks,this study examines the formation mechanism and economic impact of the"energy-computing power"spatial substitution.[Research method]This study combines constructivist grounded theory and multi-case research methods,selecting different research subjects such as computing infrastructure,transoceanic routing platforms,and overseas large-scale models,and conducting three-level coding and pattern matching based on relevant business archives and case materials.[Research conclusion]The study shows that the international expansion of computing power mainly goes through three stages:At the physical foundation level,standardized mapping converts green electricity and computing resources into measurable digital value units.At the transmission channel level,transoceanic networks and platform-based mechanisms are conducive to promoting the cross-border flow of computing services and reducing allocation costs.At the application reconfiguration level,open-source models,interface services,and ecosystem outputs enhance the embedding capacity of China's computing power system in overseas application networks.This study proposes the concept of"computing power foreign exchange",providing a new theoretical perspective for understanding the reconfiguration of global value chains in the digital era.
