"两个创新"深度融合的"秦皇岛路径"研究OA

The deep integration of technological innovation and industrial innovation provides a core driving force for promoting high-quality regional economic development.As a coastal city,Qinhuangdao possesses unique marine re-sources and a foundation in strategic emerging industries,yet it still faces institutional and systemic barriers to in-tegrating the"dual innovations".Through an empirical study of Qinhuangdao's marine economy and strategic emer-ging industries,this paper constructs a four-dimensional integration framework,termed the"Qinhuangdao Path",which includes"Platform empowerment,Actor synergy,Scenario-driven development,and Policy integration"termed the"Qinhuangdao Path".The findings demonstrate that building common technology platforms,fostering in-dustry-university-research-application collaboration,opening application scenarios in characteristic industries,and refining policy support systems can effectively bridge the disconnect between the innovation chain and the in-dustrial chain.This study offers practical insights for coastal cities exploring the deep integration of the"dual inno-vations".
