数字技术水产养殖的敏捷治理研究OA

Agile governance for digital technology in aquaculture:A case study from China

水产养殖对于保障国家粮食安全和重要农产品有效供给具有重要作用.尽管数字技术与水产养殖领域融合在提升传统养殖效率方面已得到广泛应用,但仍然存在基础条件不足、技术应用领域单一等诸多挑战.为了实现数字技术驱动下水产养殖的敏捷治理,使其能够及时响应社会需求并实现自我革新,本研究旨在探究影响数字技术赋能水产养殖敏捷治理效能的关键因素.通过分析近五年国内相关治理案例,研究发现多元协同的网格化治理结构、数据驱动的需求匹配过程以及多主体参与的协商制度,构成了数字技术赋能水产养殖敏捷治理的关键因素.

Aquaculture plays a critical role in ensuring national food security and the stable supply of important agri-cultural products.Although the integration of digital technologies and aquaculture has been widely applied to im-prove the efficiency of traditional farming practices,several challenges remain,including inadequate infrastructure and limited scope of technological application.To achieve agile governance in digitally enabled aquaculture—enab-ling it to swiftly respond to societal demands and undergo self-renewal—this study aims to identify the key factors influencing the effectiveness of agile governance empowered by digital technology.By analyzing relevant domestic governance cases from the past five years,the study finds that a multi-collaborative grid-based governance struc-ture,a data-driven demand matching process,and a multi-stakeholder consultation mechanism constitute the core elements of agile governance in digital technology-supported aquaculture.
