气候政策不确定性与大宗商品市场间风险溢出OA

A Study of Risk Spillover between Climate Policy Uncertainty and Commodity Markets in China

在"30 年碳达峰,60 年碳中和"与高质量发展等一系列重大战略目标提出的背景下,气候政策不确定性(CPU)与大宗商品市场间风险溢出 r 的影响越来越强.文章集成 QVAR分位数联通与BK 溢出指数方法,基于中国9 种商品指数数据,分析不同频域和分位数下 CPU对大宗商品市场的风险溢出关系.研究发现:首先,风险溢出呈现出显著的短期高频主导特征,极端下降状态下的溢出强度高于正常状态,形成 U 型曲线;负向冲击的系统溢出强度高于正向冲击;其次,重大政策事件(如《巴黎协定》签署、新型冠状病毒感染疫情和俄乌冲突)触发了溢出高峰;最后,气候政策不确定性在短期表现为风险接收者,长期则转变为风险溢出源.

Against the backdrop of major strategic objectives-including"carbon peak by 2030"and"carbon neutrality by 2060"-as well as the broader imperative of high-quality development,the risk spillover from climate policy uncertainty(CPU)to commodity markets has been intensifying.In this study,we develop a novel analytical framework that integrates the quantile vector autoregression(QVAR)-based quantile linkage approach with the Baruník and Křehlík(BK)spillover index methodology.Using data from nine Chinese commodity indices,we examine the heterogeneous risk spillover effects of CPU across distinct frequency domains and quantiles.Our findings reveal three key insights:First,risk spillo-vers exhibit pronounced short-term,high-frequency dominance;spillover intensity is significantly stronger during extreme downside states than under normal conditions,yielding a U-shaped pattern across quantiles.Moreover,negative shocks generate systematically greater spillover intensity than posi-tive shocks.Second,pronounced spillover peaks coincide temporally with landmark policy or exogenous e-vents-such as the adoption of the Paris Agreement,the outbreak of the COVID-19 pandemic,and the Russia-Ukraine conflict.Third,CPU functions initially as a net receiver of risk spillovers in the short term,but gradually transitions into a net transmitter over longer horizons.
