Policy Paths and Implications of Japan's Prevention and Treatment of Elderly Poverty from the Perspective of Developmental Social Policy

随着全球老龄化趋势的加剧,老年贫困已成为许多国家面临的重大社会问题.进入21世纪以后,日本面对日益严峻的老年贫困问题,做好传统事后补救措施的同时,注重社会政策与经济政策互相融合、互相促进,力求通过教育培训、就业和社会参与等途径,帮助老年人实现自立,避免产生福利依赖,折射出工作福利与积极老龄化相融合的特点.在政策体系构筑过程中,日本综合考量老年人可行能力强弱与贫困程度高低,逐步构建起定位精准、层级明晰、举措多样的差异化支持体系.目前,我国人口老龄化趋势不断加剧,"未富先老""未备先老"的特征明显,研究日本的经验做法对我国应对老年贫困具有重要的参考价值和借鉴意义.

With the intensification of global population aging,elderly poverty has become a major social problem in many countries.After the 21st century,Japan has faced severe elderly poverty.While doing well in traditional ex-post remedial measures,Japan has also focused on the integration of social policy and economic policy,helping the elderly achieve self-reliance through education and training,employment,and social participation to avoid welfare dependence,presenting characteristics of the integration of workfare and active aging.On this basis,Japan comprehensively considers the elderly's capability and poverty level,constructing a differentiated support system with precise targeting,clear hierarchy,and diverse measures.In contrast,China's population aging features"getting old before getting rich"and"getting old before getting prepared."Drawing on Japan's experience has important reference value for China in addressing elderly poverty.
