How Do Enterprise Trade Union Chairs Sustain Accountability?

非公企业兼职工会主席的主观能动性在基层工会工作中具有关键作用,决定非公企业基层工会的工作效能.本文通过对非公企业较为集中的T区和P区两个区16家企业工会的比较研究,考察了两区非公企业工会主席工作意义感形成的过程、内化机制和行为效果.研究发现,非公企业工会主席的工作意义感受到企业内部和工会系统两个空间不同因素的形塑作用.职工反馈的"双重效应"、雇主认可的激励效应和同行认同产生的归属感效应是工会主席的工作意义感得以内化的三项机制.内化的工作意义感主要表现在工会主席持续当责的行为之上.研究认为,非公企业工会主席的工作意义感的形成和持续对于工会主席在企业工会工作中的持续担当、有所作为具有积极的促进作用.

The subjective initiative of part-time trade union chairs in non-public enterprises is key to grassroots trade union effectiveness,but its formation mechanism remains unclear.To reveal the internalization process of work meaningfulness of part-time trade union chairs and its impact on accountable behavior,this study compares the cases in 16 enterprises and finds that trade union chairs' work meaningfulness is shaped by both internal enterprise factors and trade union system factors.Its internalization mechanism includes the dual effect of worker feedback,the incentive effect of employer recognition,and the belonging effect of peer identification.The internalized meaningfulness directly manifests as sustained accountable behavior,effectively promoting trade union chairs' proactive responsibility.This research expands the theoretical explanation of"subjective initiative"in grassroots governance and suggests activating the vitality of non-public enterprise trade unions through building peer networks,optimizing employer communication mechanisms,and improving worker feedback channels.
