具有行政化特征的地方群团组织如何执行模糊性政策,是一个尚未被充分探讨的议题.本文基于马特兰德的模糊—冲突模型理论,构建资源禀赋—组织意愿的分析框架,采用案例分析方法解释同一工匠选树培育政策执行情境下G省各地市总工会出现执行分化的逻辑.研究发现,该类政策属于典型的高模糊—低冲突政策,对应试验性执行模式,地区资源禀赋与工会组织意愿共同塑造了各地市总工会在执行该类政策中的差异化表现.省内经济发达地区凭借雄厚的资源禀赋和工会较强的组织意愿,对模糊政策进行内容细化和执行创新,使得政策被积极执行;而经济欠发达地区则因资源禀赋薄弱和工会组织意愿弱,导致政策陷入被动执行中.本研究将模糊—冲突模型的应用场景从一般公共政策拓展至中国具有行政化特征的地方群团组织,揭示了该类组织执行模糊性政策时的适用性,具有推广借鉴意义.

To date,how local mass organizations with administrative characteristics implement ambiguous policies remains an under-explored issue.This paper,based on Matland's ambiguity-conflict model,constructs an analytical framework of resource endowment-organizational willingness,and employs case analysis to explain the differentiated implementation of the same craftsmanship model selection and cultivation policy by prefecture-level trade unions in G Province.The study finds that this type of policy is typical of high ambiguity-low conflict,corresponding to an experimental implementation model.Regional resource endowment and trade union organizational willingness jointly shape the differentiated implementation performance.Specifically,economically developed regions actively implement the policy by virtue of abundant resource endowment and strong organizational willingness,while economically underdeveloped regions passively implement due to weak resources and organizational willingness.This study extends the application scenario of the ambiguity-conflict model from general public policy to local mass organizations with administrative characteristics,revealing its applicability in explaining the implementation of ambiguous policies by such organizations.
