针对中国地震局现行地震应急质量评估体系中"权重分配依赖经验、指标区分度不足"的结构性问题,引入熵权法构建客观量化评估模型,以 31 个省级地震局和 141 个地震监测中心站的评估数据为样本,系统分析各指标的信息贡献度与权重分布特征.研究明确,在省级地震局层面,"片区演习组织""本单位桌面推演"等4 项为核心区分指标,累计权重 0.76;在中心站层面,"桌面推演总结报告""基础背景材料"等 3 项为关键指标,累计权重 0.62.本研究的双重创新体现在:①首次将熵权法系统应用于省级与中心站两级地震应急评估体系;②提出"动态权重更新机制+数据驱动优化路径"的评估体系演进思路.基于熵权分析结果,提出"剔除无差异指标、细化高权重指标评分标准、建立数据驱动的动态评估机制"等优化路径.研究结论可直接支撑评估体系从"经验判定"向"数据决策"转型,为地震应急能力精准提升提供量化依据.

Aiming at the structural problems of"experience-dependent weight allocation and insufficient indicator discriminability"in the current earthquake emergency quality evaluation system of the China Earthquake Administration,this paper introduces the entropy weight method to construct an objective and quantitative evaluation model.Using assessment data from 31 provincial earthquake agencies and 141 earthquake monitoring central stations as samples,it systematically analyzes the degree of information contribution and weight distribution characteristics of each indicator.The study identifies 4 core distinguishing indicators at the provincial agency level,such as"organization of regional exercises"and"in-unit tabletop drills",with a cumulative weight of 0.76,as well as 3 key indicators at the central station level,including"tabletop drill summary report"and"basic materials and regional background materials of central stations",with a cumulative weight of 0.62.The innovations of this study are reflected in two aspects:First,it is the first time that the entropy weight method has been systematically applied to the two-level earthquake emergency evaluation system of provincial agencies and central stations,which solves the problem of subjective weight assignment in traditional evaluation;Second,it proposes an evolution idea of the evaluation system featuring"dynamic weight update mechanism+data-driven optimization path",providing methodological support for the iteration of the evaluation system.Based on the results of entropy weight analysis,this paper proposes optimization paths across three dimensions:Indicator system reconstruction,technical process optimization,and management mechanism improvement,including"eliminating non-discriminatory indicators,refining the scoring standards of high-weight indicators,and establishing a data-driven dynamic evaluation mechanism".The research conclusions can directly support the transformation of the earthquake emergency evaluation system from"experience-based judgment"to"data-driven decision-making",and provide a quantitative basis for the precise improvement of national earthquake emergency response capabilities.
