天津市村庄规划产业用地保障实践研究OA

Research on the Practice of Industrial Land Guarantee in Village Planning in Tianjin

近年来,国家层面不断强化乡村振兴的规划引领作用,从村庄规划编制的角度研究产业用地保障问题,对于合理有效地安排农村土地利用活动具有重要的现实意义.天津市2019 年启动村庄规划编制工作以来,始终强调结合村庄分类原则提供空间保障,引导村庄差异化发展.课题组选择天津市 6 个涉农区的 8 个村庄进行实地调研,首先分析天津市乡村产业发展特点和用地特征,并以《天津市村庄布局规划》为依据,结合基于村庄分类的产业用地指引,对特色保护类、中心带动类、改善提升类三种主要村庄类型分别进行研究,包括村庄产业发展特征、现状用地和规划用地比较、产业用地保障方面的问题等,最后提出政策建议,探索不同类型村庄产业用地差异化保障路径.

In recent years,the national authorities has continuously strengthened the leading role of planning in rural revitalization,and studying the issue of industrial land guarantee from the perspective of village planning has important practical significance for the rational and effective arrangement of rural land use activities.Tianjin started the work of village planning in 2019 and has always emphasized providing spatial support and guiding differentiated development of villages based on the principle of village classification.The research team conducted field surveys in 8 villages covering 6 agricultural-related areas in Tianjin.This paper first analyzed the rural industrial development characteristics and land use features in Tianjin,and based on Tianjin Village Layout Plan,combinied with the guidelines for industrial land use in accordance with the classification of villages,studied three main types of villages:characteristic protection,center-led,and improvement and upgrading,including the village industrial development characteristics,a comparison between current land use and planned land use,and issues or experiences related to industrial land security.Finally,policy recommendations were proposed to explore the differentiated security paths for the use of industrial land in different types of villages.
